BASIC FUNCTION

 

 The Vice President of Fiscal Affairs is responsible for the management of the Fiscal Affairs portion of the College and prepares budgets, monthly and annual financial reports, and various other federal, state, and Board of Regents’ reports.

 

 

NATURE & SCOPE

 

The Vice President of Fiscal Affairs reports to the President of Abraham Baldwin Agricultural College, although all decisions may be made without approval and there is no review of work.  The incumbent is responsible for understanding and resolving problems related to Fiscal Affairs which may significantly affect the College’s operations.  This position has the latitude to consider courses of action within general College policies, principles, and goals.  The incumbent has the latitude to consider what activities must be undertaken within Fiscal Affairs in order to achieve the goals of the College.  There is a high degree of autonomy in this position.

 

A primary responsibility of this position is maintaining the fiscal integrity of the Institution and ensuring that it is abiding by federal, state, and University System of Georgia fiscal policies and procedures.  This requires a thorough understanding of the regulations and procedures pertaining to each of these areas.  Attention to detail is important in this portion of the job. 

 

Because the Vice President of Fiscal Affairs has large budgetary responsibility, it is imperative that he/she be a person of vision with the capacity for long-term planning.  However, the incumbent must not sacrifice short-term execution of goals.

 

Moreover, the incumbent supervises seven employees directly and numerous others indirectly, so superior leadership skills are necessary.  The incumbent must be able to focus the staff towards common goals and help individual departments in planning in order to meet the common goals.  Motivational skill is invaluable.  Central to other skills is the ability to communicate with a diverse group. 

 

Because many departments fall under the direction of the Vice President of Fiscal Affairs, he/she must be able to switch focuses easily without compromising job performance.  Often issues will arise in one department that demand attention and divert concentration from a previous project.  The incumbent must be able to address the arising concern and still accomplish the initial objective.  Prioritization is important.

PRINCIPAL ACCOUNTABILITIES

 

Ø       Serves as the administrator responsible for the financial integrity of the College

 

Ø       Serves as the administrator responsible for the physical assets of the College

 

Ø       Oversees the operations of the physical plant

 

Ø       Supervises the operations of the auxiliary enterprises

 

Ø       Provides supervision for the ABAC Police Department

 

Ø       Oversees the purchasing of goods for the college

 

Ø       Completes various federal, state, and Board of Regents reports

 

Ø       Serves as the administrator responsible for the receipting and disbursing of all funds

 

 

 

 

 

 

 

 

BUDGETARY RESPONSIBILITIES

The Vice President of Fiscal Affairs is responsible for the overall College budgets, including the General Funds budget (approximately $16.5 million), the Restricted Funds budget ($7.25 million), the Auxiliary Enterprises budget ($3.3 million), the Student Activities budget ($275,000), the Continuing Education budget ($185,000), the Indirect Cost budget ($40,000), the Technology Fees budget ($200,000), and the Unexpected Plant Funds budget ($80,000).

 

 

SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

This position requires an advanced degree and five to seven years of work experience.
