BASIC FUNCTION

The mission of the Public Service and Business Outreach Center is to provide expertise and continuous learning opportunities for personal development, professional growth, and economic development in South Georgia.  The Director’s primary purpose is to carry out this mission as it relates to the overall service mission of Abraham Baldwin Agricultural College.  The Director is the certifying officer for the overall non-academic credit activities at ABAC and provides administrative guidance to the Public Service and Business Outreach Center.

 

 

NATURE & SCOPE

 

In the hierarchy of the College, the Director of College Services and Human Resources is the supervisor of the Director of the Public Service and Business Outreach Center.  However, most of the work of this individual is self-assigned.  Approximately 80 employees, including many part-time professors, report to the Director of the Public Service and Business Outreach Center.

 

The goal of the Public Service and Business Outreach Center is to meet the needs of the surrounding community by providing continuing education classes.  The perception of these needs is a task of the Director.  By meeting with community and business leaders, he/she gains insight into how to serve the community.  He/She must then design programs to exploit these opportunities.  A spirit of entrepreneurship is necessary in this position, both to meet needs effectively and to move the unit towards functioning on a self-sustaining basis.

 

Significant business management skills are needed in this position.  These skills infiltrate all parts of the Director’s job, from designing programs to interacting with employees.  Marketing and promotion of programs are major areas of concentration.  In order to accomplish the mission of the unit, the Director must effectively employ techniques to gain attention for programs and arouse interest.

 

At the core of all other skills mentioned are communication skills.  Communication skills are used to identify needs expressed by community leaders, to motivate and encourage employees, and to promote programs.  Thus, it is imperative that the Director of the Public Service and Business Outreach Center is a superior communicator.

PRINCIPAL ACCOUNTABILITIES

 

Ř       Serves as the officer responsible for the development, management, and operation of all non-credit programs at ABAC

 

Ř       Assesses quality of programs and reports to the University System of Georgia Board of Regents and local, state, and federal agencies as required

 

Ř       Directs promotion, market research, surveys, publicity, and market analysis for programs

 

Ř       Works with community leaders to identify and assess educational needs in the eight-county area served by ABAC

 

Ř       Directs the fiscal management of the Public Service and Business Outreach Center

 

Ř       Supervises the staff and manages the operations of the Public Service and Business Outreach Center

 

 

 

 

 

 

 

BUDGETARY RESPONSIBILITIES

The Director of the Public Service and Business Outreach Center has financial responsibility for revenues and expenses generated through departmental sales for continuing education classes, conferences, summer camps, and other events.  These funds average approximately $200,000 per year.  In addition, the incumbent has responsibility for the state funds ($160,000) of the department, the agency account ($25,000), and several other budgets.

 

 

SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

This position requires an advanced degree and five to seven years of work experience.
