BASIC FUNCTION

 

The Director of Human Resources is responsible for providing overall leadership and overseeing the management and operation of the human resources department and staff for Abraham Baldwin Agricultural College.  This position exists to ensure that the college is in compliance with regard to local, state, and federal regulations pertaining to employment law.

 

 

 

NATURE & SCOPE

 

The Director of Human Resources reports directly to the Vice President of Fiscal Affairs.  The incumbent in this position provides assistance, advice and leadership by interacting regularly with deans, department heads, vice presidents, employees, and the general public to ensure a timely response to issues that have a major impact on the college’s processes and procedures. The incumbent must serve as the lead coordinator, ensuring ABAC’s compliance as new federal regulations are implemented. This position advocates and serves as a liaison in areas relevant to the position with other institutions, governmental agencies and organizations. The incumbent in this position has the latitude to consider courses of action within the constraints of well-defined college practices and procedures, and may consider developing new procedures related to the human resources function ensuring that decision(s) or actions that could potentially have a liability impact on the college receive proper and prior approval.

 

 

 

PRINCIPAL ACCOUNTABILITIES

 

  • Provides overall leadership and oversees the management and operation of the human resources department and staff; to include employment administration, benefits, retirement, classification and compensation, records management, employee and organizational development and student employment units.

 

  • Interprets federal, state and board policies and procedures for implementation at the college level. Advises Vice President on human resource related policies and procedures. Develops programs and methods to ensure College compliance in human resource related areas.

 

  • Manages and coordinates the use of the Board of Regents ADP System as it relates to Human Resources

 

  • Establishes and implements short and long range goals, objectives, policies and operating procedures.

 

  •  Serves as link between management and employees by handling questions, interpreting and administering policies and procedures and helping resolve work-related issues

 

  • Serves as Affirmative Action Officer

 

  • Conducts employee training programs

 

  • Serves as liaison to BOR legal affairs personnel

 

  • Responsible for handling highly sensitive and confidential personnel related information

 

  • Responsible for complying with the GA Open Records requests for staff, including receipt of documents, copying, submission, etc.

 

  • Administers Worker's Compensation and Unemployment Compensation programs

 

  • Responds to all EEO/GCEO complaints

 

  • Responsible for conflict resolution implementation and operation – ADR Campus Liaison

 

  •  Serve as advocate for all employees

BUDGETARY RESPONSIBILITIES

The Director of Human Resources is responsible for oversight of the College Services and Human Resources budgets.

Text Box: MINIMUM JOB REQUIREMENTS/QUALIFICATIONS

•	Bachelor's Degree, Master's preferred in Human Resources Management, Business Administration, Public Administration, or related area.

•	Human Resource Certification preferred (PHR or SPHR)

•	At least five years of progressively responsible professional work experience in human resources administration, preferably in a university/college setting.

•	Excellent written, oral communication and people skills.

•	Familiarity with basic computer programs and strong organizational and analytical skills.

•	Experience with creating or managing a flexible benefits program.
