Templates are "Associated" to Courses and then they are "assigned"" to
sections. Before a template can be assigned to a section, it must first be
associated with the course.
Depends on what you want to do with the template. In a linked template, any
changes you make to the parent template will will also change in the "linked"
copy. Unlinked copies do not receive any changes to the original.
